The BORME — Boletín Oficial del Registro Mercantil — is a daily PDF published by the Registro Mercantil Central. It announces every incorporation, board change, capital movement and dissolution in Spain before any private database touches it. It is the single most efficient buying-signal source in the country.
Around it sits the rest of the Spanish primary-source stack: 3.4 million active companies in the Registro Mercantil, roughly 150 000 medianas (50–250 employees), and around 4 500 large companies. Their cuentas anuales are deposited at the provincial register, their CNAE-2009 codes are open, and their aviso legal is mandatory on every Spanish website under article 10 of the LSSI. The Registro Mercantil Central plus the provincial counterparts (Madrid, Barcelona, Valencia, Sevilla, Bilbao). Update cadence is same-day on registered acts.

LOPDGDD, LSSI and AEPD — the Spanish compliance triangle

Article 6.1.f RGPD (legitimate interest) is the lawful basis for B2B outreach. The LOPDGDD — Ley Orgánica 3/2018 — implements the GDPR domestically and authorises legitimate-interest processing of professional contact data when the outreach is function-relevant and an opt-out is honoured.
The AEPD (Spanish data protection agency) has published criteria endorsing B2B prospection at professional addresses on the legitimate-interest basis, provided the message is connected to the recipient's professional role.
The LSSI (Ley 34/2002) governs commercial electronic communications. Article 21 requires prior consent for unsolicited commercial email to consumers — for B2B email to professional addresses, a soft opt-in regime applies when the message is function-relevant and unsubscribe is provided. Role mailboxes (info@, comercial@, compras@) sit outside the personal-data definition entirely.

Capital-goods manufacturing, Mondragón ecosystem, automotive supply. CNAE 2841, 2892, 2932. Cooperative legal forms add a layer that requires native register reading rather than generic analysis.
