Finder Pro Yhteys costs €8.25 per user per month and has no search limits. It is cheap and good, and we say so first. The decisive difference is in the terms of use.

Price
Finder is clearly cheaper. The difference lies elsewhere.
Finder is priced per user, and the unit price drops as the number of users grows. The Atlas price does not depend on the size of your team.

Based on the published terms, Finder Pro is made for looking things up: you search for a company, view the details and call. Moving a target group into your own file or CRM requires Fonecta's written permission.
The terms include a reservation: a company agreement may grant a broader right. We have not seen such an agreement and do not claim you cannot get one. If you plan to build lists, ask for permission in writing before you buy.
The Atlas terms allow moving the data into your CRM and using it in your own sales. Reselling it as a data product is prohibited.

Yes, clearly. If you need a single Finnish decision-maker's number and nothing else, Finder is the right purchase.
Does Finder have search limits?
No. Without a Finder Pro subscription, however, you do not see all the details.
Can Finder Pro data be exported as a list?
According to the published terms of use, not without Fonecta's written permission. Ask for permission before you buy if you plan to build lists.
Does Atlas also cover companies without a website?
Yes. The base is the Finnish trade register, so it includes companies that services indexing the web do not know about.
