The legal source of truth for Saudi Arabia is Ministry of Commerce / Wathq. It records every legally trading company — identifier, status, address and often officers and filings — which is why it is the most complete and current starting point for prospecting. See the full register directory.

Where the popular databases fall short

Stored databases such as Apollo and ZoomInfo are built from three sources — shared user contacts, bought lists and web scraping — each tilted toward companies with a visible, English-language web presence. A small Riyadh contractor has a 10-digit CR and an Arabic-language presence, but is rarely in a US-built, English-first warehouse.

Company data in Saudi Arabia: registers & coverage

Every legally trading entity in the Kingdom holds a 10-digit Commercial Registration (CR) number from the Ministry of Commerce, now issued and verified digitally through the Wathq platform and the Saudi Business Center. The 2023 Companies Law and a wave of Monsha’at-backed SME formation have pushed registrations sharply upward, so the register is both large and unusually fresh — a poor match for databases that refresh slowly.

Coverage gaps follow the language and the structure of the economy. Giga-projects such as NEOM, the Red Sea and Qiddiya, plus the established energy, petrochemical and contracting base around Riyadh, Jeddah and the Eastern Province, generate a constant stream of new vendors and subsidiaries. Most are Arabic-first and many are small or newly formed, so aggregators built from English-language scraping and shared US contact pools capture the listed giants but miss the contractors, suppliers and service firms entering a buying window right now.
